I need help understanding CA building codes.?

You can purchase a 2006 IRC code and commentary from www.amazon.com for clarification. Frankly, the code books are straight forward and in no way should be confusing for an English speaking individual. The code is broken down by section of trades or requirements such as exiting and occupancy. They list the rules and provide exceptions to those rules immediately after each section.
